[csw-buildfarm] request to install gcc 4.7

I'm wondering if gcc 4.7 should be installed on the build farm, at least
on unstable*.

If we do that, .buildsys/v2/gar.conf.mk must be modified to use 4.7 as a
default version or explicit the value in the specific recipe; personally
I'm leaning toward the first solution.
