please install updated libwebp libwebp-dev

Hi Dago,

   While updating sdl2image I found it doesn't find libwebp correctly 
and would benefit from a newer libwebp:

So, I went to work on updating our libwebp recipe/package and new 
packages have been built and submitted to unstable catalog.  The newer 
libwebp also benefited from linking against new libsdl2 and improved 
capability (GIF support).  If there are no objections please install 
them on unstable10s/x.

Jolly good! All checks passed, no error tags reported.
