packages.php: further simplify, drop link to maintainer signup
We tend to test contribution willingness upon pkgreq and there's also
"Extend it" (subject to rename to "Contribute") for people interested in
contributing. Ties into the main theme of having less page-interlinks
in favor of more concise website sections which are navigated top down.
