[csw-maintainers] Problem with GAR?

I'm working on an update for Perl and have updated it to use mGAR v2.
But I have two weird problems that have worked for me before:

1. I can't get it to put files in CSWperldoc, all files end up in
CSWperl. CSWperldoc is empty.
2. I can't get it to exclude perllocal.pod which breaks the package phase.

I have this in the Makefile and have used them in other packages:

EXTRA_MERGE_EXCLUDE_FILES = perllocal.pod
PKGFILES_CSWperldoc = $(PKGFILES_DOC)
