[csw-maintainers] Cyclic dependency in catalog again

This is driving me nuts. I put it in there after a bug report:

1. We need a check in the release process (or even better on  
packaging) that there
   are no cycles in there
2. *Please* someone advise me on how to proceed here, I happily  
package up things,
   but this mess gives me headaches...
