[csw-maintainers] Proposed changes to the packages database

In the case anyone is interested in the playing with the application,
I wrote up how to get started with it:

It should be noted that it's only a proof of concept. Its purpose it
to show "hey, see how much can be done with 130 lines of Python code
and 150 lines of HTML templates!"
