[csw-maintainers] GAR: Preprocessing a postinstall file

The scripts should be expanded into $(DOWNLOADDIR) during the extract
stage.

That should still work.  The scripts are activated on seeing
variables named like $(PKG)_$(ADMSCRIPT), so the - shouldn't cause
problems.  Let me know if it does.
