are you sure that this is the case, i.e. apache2 using a standalone apr
runtime package? I just had a brief look and couldn't find a released
apr package in our catalog. Doesn't apache2 ship with a bundled apr?

Presuming there are some sort of test logfiles, have a look in there so
that you know what exactly fails. Maybe it's just IPv6 tests (the build
boxes are not yet configure for IPv6).
