[csw-maintainers] Change the dependency from CSWpython-rt to CSWpython - decommit silvercity

hi,

is it possible to remove / decommit silvercity instead of fixing it?
it was there because of trac, but they changed their mind quite a
while ago, see http://trac.edgewall.org/wiki/SilverCity.
