[csw-maintainers] new version of gettext in testing

Changes:

- update to 0.17
- add 64-bit support for amd

There are several packages that depend on gettext.  I've included  
previous versions of the libraries that are still in use, but it's  
probably a good idea to test if you can.

The newest version passed 'make check' on all four platforms, but  
there's very little that can be tested against it right now as all  
current packages link against previous versions of the libraries.
