The best education, in this case, is to be clear: "bugs" is ambiguous,
"bugs-notification" is clear and the list must be read only so there is
no possibility to submit a bug, consequently no ambiguity. The situation
that you describe exists on the "users" mailing list. Lets not multiply
unnecessary effort.
