[csw-maintainers] HEADS UP: Mantis notification fixes - part 2

I have put together a new package for gnupg that fixes the ncurses
dependency. The dependency is not actually that of gnupg, it is readline
that is dependent on it.  I believe Dago has resolved the ncurses
dependency on readline.

I will take ownership of the Xchat bug(s)
