[csw-maintainers] Another mGAR v2 issue

Hi,

Peter brought another bug in mGAR v2 to my notice where
multiple packages are generated when the default in the GARNAME
differs from the name in the gspec-file. Please have an eye
on this as the code is still rather new and let me know if you
encounter anything strange.

The new feature "dynamic gspec files" and "dynamic prototypes" is
the opener for more flexibility in the Makefiles in the future.
