for MOST of our packages, this is NOT applicable. the license file MUST be
shipped with the package, for GPL'd packages, i believe.

well, a common location for this stuff is not what fixes that issue.
In contrast, the following bit does:

This was already agreed upon (having the "i copyright" file say
"go read this file here") and there are already packages that do this.
