as a historical note:

i think that originally, CSWgzip did not depend on common, for just this
reason.
Guess I forgot that :-/ (I'm gzip maintainer. har har)

The other option would be to make gzip not depend on it any more.
But either way, there isnt significant reason to have CSWcommon gzipped,
given the size.
