yes. the only magic is that you have to get users to upgrade from "nail" to
the new package name.
You can either do it in two stages, doin the 
  "empty package that pulls in mailx", then in a few,months, switching it
  and making mailx conflict.
OR, you can just start out with the conflict, and send out an announcement
that users of 'nail' need to switch.
