I found the right compiler invocation to create the SONAME I wanted,
but I couldn't make the arcane NSPR build system include the right
flag in the appropriate place.  There is a nice Debian patch I could
cherrypick, but I've decided to give up on this and ship the library
with the retarded official versioning.
