Being even more explicit in proposal might be good. In particular the 
point that James raised about developer vs user documentation would be 
good to specify.

Is the "doc" package user documentation? If so, should the development 
documentation go into the "devel" package?

It states a requirement for splitting up the package into "rt" and 
"devel" but where should the documentation go then?
