[csw-maintainers] Owner/perms on /etc/opt{,/csw}

In which case there is a bug in CSWapache2c and my package too. I
don't have a clean Solaris install to hand to check this; if someone
could confirm this is correct I'll fix up my package and fill a mantis
bug on Apache.
