CSWapache2c should not contain /etc/opt as it is already in SUNWcsr
(with root:sys 0755).

The path should not be included in CSW packages. /etc/opt/csw is already
in CSWcommon and should therefore also not be included (and is by
default root:bin 0755)

It already is amongst /var/opt/csw. See the commondirs excluded from  
GAR here
   http://sourceforge.net/apps/trac/gar/browser/csw/mgar/gar/v2/etc
which are extracted from the CSWcommon package. (If it is a good idea
to build CSWcommon manually and derive pathes in GAR from it and not
the other way round is another discussion).
