[csw-maintainers] pkgutil version updates on the mirror roots? Make pkgutil package ARCH=all?

for the record, that's exactly we provide "two wgets" binaries, in the
mirror root itself, directly.
Kinda silly to include yet another wget binary wrapped in a package at
that level, isnt it?
