You are suggesting that every package have a changelog from now on.
However, if that were the case, that would accomplish the opposite of
what the original poster was asking for: something to bring attention
to IMPORTANT things, while ignoring the usual scrolling blah.

If you have every package display a changelog, that just adds to "even
more scrolling blah" to ignore, and does not solve the original issue.
