[csw-maintainers] gar, checkpkg change

Hi All,

I just committed two changes that will see GAR set dependencies on
CSWcas-foo instead of CSWcswclassutils, thus beginning the process of
making the CAS script stuff fully granular.  This required a small
adjustment to checkpkg as well.

Maciej: I hope you don't consider my change a butcher job.  I think
it's reasonable, but I had to google my way through the python.
