[csw-maintainers] [checkpkg] Update to the database schema, update your svn clients

I've just pushed a code update to checkpkg.  It introduces database
schema change.  I've also updated the database.  You have to update
your checkpkg source, otherwise there will be a mismatch between
database schema and your code.

There is unfortunately a bug in the code which results in checkpkg db
clients not displaying an error message when the database is newer
than the client.  In this particular case it's not a big problem,
fortunately.

Please update your clients.
