If it's not hard to stick it in, I don't see why not.

This would work well for an invocation from GAR, but it would mean
that you have to also pass it when running checkpkg by hand.  Having
the overrides file inside the package seems better to me.

- easy to run checkpkg by hand
- binds certain version of the overrides file with the package. If the
overrides file was external, it could be out of sync with the package,
so the maintainer wouldn't know whether it failed because there's an
actual error, or a wrong version of the overrides file was used at
this particular run of checkpkg.
