If it's something big like samba or anything that depends on a whole
gnome re-build anyone can easily tell the user that although his request
is appreciated, the package will not be there tomorrow. At least he/she
has got some feedback then.

Who does right now? Those who want to work on it can prioritize, just as
they do right now when they pick the ones from the web page which they
want to work on. If it's collaborative effort the priority can help to
coordinate the effort. Even if we would find out, priorities don't help
that much, nothing is lost and we might have learned something.
