[csw-maintainers] [GAR] Overrides implemented

Good news!  Thanks to Dago, GAR has now support for overrides:
starting with r8458[1], you can create an override with just one line
in GAR:

CHECKPKG_OVERRIDES = CSWfoo|error-tag-name

If you want to create a more specific override, you can also write:

CHECKPKG_OVERRIDES = CSWfoo|error-tag-name|parameter

An example of a parameter would be a .so file name if you're
overriding the symbol-not-found error.
