[csw-maintainers] pkgutil version updates on the mirror roots? Make pkgutil package ARCH=all?

pkgutil is currently at 1.9.1, version at the mirror roots is 1.7. My
mantra still is: could this be updated for now and be kept in sync in
the future please.
