While we should exercise this mechanism if required, I don't see that
it is.  The support has been almost unanimous.

Given that there is only a single registered 'nay' vote and that
procedural changes consist of _only_ sending the mail to a list
instead of an individual, I'd like to ask Ihsan to create the list,
with myself, Dago and Phil as members to start.

I suspect some of the others that voiced support are ok with being on
the list too, but I won't speak for them.
