The file is compressed *twice* with gzip, so the .tar-file is really
a .tar.gz, or more verbally, the file should have been named
   ganglia-3.1.7.tar.gz.gz

> build8s% file ganglia-3.1.7.tar
> ganglia-3.1.7.tar:      gzip compressed data - deflate method , max  
> compression
> build8s% mv ganglia-3.1.7.tar ganglia-3.1.7.tar.gz
> build8s% gunzip ganglia-3.1.7.tar.gz
> build8s% file ganglia-3.1.7.tar
