[csw-maintainers] Catch 22: CSWgzip gzipped

The latest 1.4 CSWgzip is again gzipped in the catalog which is a
problem if no gzip is already on the system.

Can someone (Phil?) fix this now and someone else (Dago?) fix it in
GAR so the next version is not compressed again? :-)

CSWcommon and CSWgzip needs to be uncompressed.
