[csw-maintainers] initial commit to gar

Ok, so I believe I'm ready to make my initial commit to gar but I'm not
sure exactly which files need to be committed. Certainly the Makefile
needs to but what about the checksums? From looking at other packages
this seems to be the practice but anything other then those two?
