[csw-maintainers] checkpkg - why emacscommon for subversion tools?

This is added when .el files are detected in the package.  If you
don't want the dependency, either use the suggested override or split
out the .el stuff into a separate _el package that does have the
dependency.

If the package doesn't have .el files, this would be a bug.
