[csw-maintainers] GAR: move to mako for newpkg templates?

Hi,

any objections for moving GAR's newpkg template "backend" to mako [1]?

This would re-use the template which is used by mgar and bring us the
power of full python syntax in the templates. I'd also roll it out to
the subdirectories which have their own newpkg-% target then.
