[csw-maintainers] 64-bit python

Interestingly enough, I can't even get the current GAR recipe to build in 32-bit mode:
==> Verifying installed package CSWlibffi-dev: MISSING

I can't find that package in the database, and the corresponding CSWlibffi looks to be empty. There's no libffi5 anywhere in the catalog either.
