You typically process a bunch of requests as a group.  These tend to
be at certain times of day (eg: a regularly occurring event).  I'm
suggesting that a push always happen when you're done processing items
from your mailbox.  If you do two processing (batched/rejected) runs
per day, push twice a day.  If you do three rounds, push three times,
etc.
