[csw-maintainers] GAR: move to mako for newpkg templates?

is there a special reason why you chose mako and not jinja2?

Cool, committed with r14331. The per sub-directory newpkg-stubs are
still sort of duplicated effort, but this will likely soon go away with
mgar anyway.
