[csw-maintainers] Introducing the QA pages mockup

Hi

A few pages have been added since the first email, espacially a top 
level page : http://www-mockup.opencsw.org/qa/

This page will be the starting point for navigation in the QA pages.

I still have to add some text in several pages, and icon legend. Missing 
text should be commited tomorrow.
