[csw-maintainers] p flag in package file version strings

Hi All,

FYI, I committed and documented VERSION_FLAG_PATCH to GAR this
morning.  Set it to 1 and you'll get things like:
foo-1.2.3,p,REV=2011.02.13 instead of just foo-1.2.3,REV=...

As discussed, use it for feature patches applied to the upstream
source.  It's not necessary when your patches are only required to
make it build in the first place.
