Getting 20 maintainers to update a package in a timely manner, just
because you feel like playing around with naming, is a challenge.
(for that matter, it's also somewhat unreasonable)


Experience says, to get a transition to _dev completed, either we will
be waiting a considerable amount of time for it to finish, or you will
have to formalize "hostile takeovers" of packages, as a methodology
that can happen at any time, to someone's package, on the whim of some
new naming policy coming along.

This sort of behaviour  that would further demotivate people to take
on packages in the first place.
