[csw-maintainers] libxml2 broken

I don't know exactly what state is libxml currently in, there is a
couple of possibilities:

- there was work on it going on, and not yet finished.  Looking at the
package database[1], the last published version was built from
revision 13937
- it was released despite failing unit tests
- something in the environment changed, causing tests to fail
