[csw-maintainers] libxml2 broken

The test failures are only from test/ebcdic_566012.xml.   If that test
is removed, "make check" succeeds.

I suspect the problem is that CSWiconv doesn't have EBCDIC support:

    ellson at current9s:ellson> iconv -l | grep -i ebcdic
    ellson at current9s:ellson>

We could fix CSWiconv or disable the test in CSWlibxml2
