To be honest I find it legally insane to allow the user to choose their 
own license at their will.

Take one license and stick to it. I'd suggest using GPL 2.0 (but 3.0 is 
fine with me) for all of the documentation. Feel free to explicitly 
state that we're choosing to use GPL v2 for Debian's parts.
