Here's a summary of the discussion so far:
- Maciej has sent out a patch that sets the license to GPL-2.0+
- Phil Brown has not approved the patch and suggested choosing no
license, or a BSD license, or another license, after a thorough
research including evaluating multiple licenses
- Most of project members approve of the patch as presented
- There was a suggestion to define the license version explicitly as
either 2.0 or 3.0

There was no progress nor any further discussion on the issue in the
last week.  To bring the issue to a close, I'm setting up a vote
whether to submit the patch under question (revised version[1]), or
not.

The vote will:
Open: 2011-03-13 00:00:00 GMT (ballot already open)
Close: 2011-03-16 23:59:00 GMT
