These are all good changes. The only  potential issue, is in somehow
alerting maintainers on rebuild of a package, "Hey, the behaviour has
changed since this was last built"

If gar was changed to be modeled after usual software practices.. with
explicit "releases"... this would be trivial.
Then each recipe could trivially contain some kind of [last built for
GAR v#] marker, and there could be a warning when the gar version is
bumped.

Note also, that it would not be desirable to have a warning each and
every time something is touched in gar; only changes that justify
bumping the "gar release version" number.
