If it's generic I think it should be in rrdtool. Only in ganglia if
it's very specific to ganglia. I provide a Sendmail script in
MailScanner because it totally changes how Sendmail is
configured/started.

You can provide a custom manifest that cswinitsmf can use (instead of
the autogenerated one). You declare it by using magic comments in the
init script, see here:
