[csw-maintainers] checkpkg: check for empty files?

If I understand checkpkg workings correctly, every test that generates
an error automatically has an override available based on the name of
the test. So yes, it can be a warning that most of the time is valid
and when it's not, the override can be used.
I _think_ this is a sane check in most cases...off the top of my head,
I can't think of a place where I'd want to deliver an empty file.
