[csw-maintainers] Add date to catalogs?

Hi,

I remember we talked about adding the creating date of a catalog as metadata
to the head. The current catalogs do not contain a date. As I am currently
working on checking downstream mirror status it would be very useful to do so.
I would favor a timely implementation.
