[csw-maintainers] Add date to catalogs?

The generate-catalog script (driven by generate-unstable) is calling:
bldcat --fast --param=timestamp

For some reason I don't yet understand, our catalogs aren't getting a
timestamp embedded though.  I have to run now but I'll try to identify
the problem later today.
