[csw-maintainers] please review gdb's recipe; catalog and ISA issues

csw-upload-pkg needs to provide feedback to the user: why is it doing
one thing and not the other. Especially with cases where 5.9 and 5.10
catalog contain a package with the same version and release date, but
built on different OS versions.

...there needs to be code added to report what's happening.
